making icons

I am very new to this, and was wondering if someone could explain how I make an icon. I have desktopX v1.2 and Nextstart v2.8(or .9). When I try to put an icon on DX it only lets me look for an icon package or something. Do I need a prog that lets me make my icons in this format (if so, which one). Or do I need a prog that puts any icon I make into the right format?... please help. Thanks

Ok forget that last.. I thought I had it but I don't... I still need to know what to do.
