Any code to change backrounds?

Does anyone know what command i have to alter/use to change desktop backrounds without using the Microsoft software? ie in a seperate program

I always just Right Click and use 'set as'

what you could do is set a html file as your background and have a javascript code set up to change the image to a random one in a folder every 3 hours or something. My bro's messing around with that sort of thing on a site he's working on.
