How to install and apply the themes?

If you have Windowblinds install. You just need to download the zip file from the link you give us. Unzip it somewhere and in there, there is a file name *.wba . double Click on that and if windowblind installed it should open it, and apply that theme for you.

You need the WindowBlinds program to install that. There is a Free Trial Version. WindowBlinds Link.
VERY IMPORTANT reboot after installing the above.
Just click on the Free Trail button.
If you are on Windows 10 or Windows 8 you will need another program for the start menu. For Windows 10 you will need Start 10. Start 10 Link.

Install what. Saying themes isn't good enough. What themes. WindowBlind, Dream, Icons etc.
