JPL is the home of Hubbles images on the net.
their official stand on Hubble images or anyother images they own is.
JPL Image Policy
JPL images are available for use by the public free of charge. However, by electing to download images from this web site the user agrees that Caltech makes no warranties or representations with respect to its ownership of copyrights for the images, does not represent others who may claim to be owners of rights in the images, and makes no warranties as to the quality of the images.

Actually, I disagree. Since I pay taxes and the taxes are used to pay for military bulls*** then every F 16 I see belongs to the American people, or any other thing we funded. that means a small part of every Navy ship is mine to. i worked, taxes were taken, used to pay someone else.

back to the subject: I think if we in the USA paid for the hubble and the photo it should be OK to use the images.
I could be wrong.
