Advice For First Time Creating a Theme and How to Get This Look?

I'm completely new to creating themes and have decided to give it a shot. How would I that looks similar to the following images provided below. Any advice or tips on how to do this? Thanks for reading 
Note: Yes I know this is from Winaero Tweaker but I'd like to make a replica for WB.
