Can a IconPackager file contain malicious code?

Greetings,
I usually try to only download files for any of Stardocks programs from Wincustomize however I was interested in some stuff on Deviantart. Can a IconPackager file contain malicious code especially since IconPackger needs system level access to change the system icons? Thanks for reading

I do not think so. IconPackager files do not contain code.
