Start 10

i want to get "Omen' and "Vision" but each require "Start 10"
could anyone tell me what that critter is please?

Correct.
Start 10 is intended for users of Windows 10 to recover 'sensible' functionality of the 10 start menu as they would have been accustomed to with Windows editions earlier than Win 8 ...

Start10 is for Windows10 only. Used with WindowBlinds, it enables the WindowBlinds skin to be applied to the Start Menu. Without Start10 the Start Menu (and maybe the Start Button?) isn't skinned by WindowBlinds, it remains the normal Windows10.
Start10 can also be used without WindowBlinds to modify the Win10 Start Menu and Start Button.
