Extra resize arear some programs

OS: windows 10 all up to date.
Latest windowblinds.
So I got this weird bug I think but can not find sollution, maybe because look at wrong terms because got no idea what to call it.
So in Chrome and some winows like window settings got extra up and down resize arear around middle of titel bar.
many times when I try to drag window to my other screen I magicaly always hit this spot and resize the height of the window 
, not all windows have this only certain programs.
Its like invisible 1 pixel hight across entire titel bar acting like edge of window to resize but then around middle of titel bar.
Chrome and new windows 10 configuration screen got this.
Any idea how to remove this extra resize arear?
I hope my question is clear enough.
