How the hell do you guys make those incredible wallpapers?

I have paint shop pro, but have no clue how to use it to create art like that! I have to know how!

You could start by checking out the tutorials at this excellent PSP site. http://www.pinoy7.com/
and spend LOTS of time practicing, learning and experimenting. Don't try to do stuff to upload, do stuff to make your computer be exactly what you want it to be.
