Newb Question: Start Menu All Programs Mouseover Text Color?

I am finishing, cleaning up, and fine tuning a Windows 95/98 skin I am creating for WB10.
I am unable to set the Mouseover text color for items in the All Programs section. The outer menu and other parts of the start menu appear to be behaving correctly to my settings so far.
I'd like to set the text (as show below) to a white but it is not working.
Other than that, work continues...
I'll post a screenie once I get it past my OCD.

"Normal", drop it down... upper "Unused ignore" is the normal text, lower "Unused ignore" is the highlighted text.
Good job Dave. I have asked a couple times if the "user ignore" could be changed to what they actually do but never received an answer. I would think it's only controlled by SKS and not Windows but with no reply back can't be 100% sure. Either way I can't get to that part of the code anyway to find out. The only reason I asked before is I have been sent PM's a few times about it.
Even if people aren't making new skins it's nice to see they are making changes using SKS. Who know if they learn enough about SKS they may start making images.

It's been in SKS for a long time but it was never needed. Now with Win10 it is used but never changed to what it actually does. No worries if someone tries to do something such as you they get the information from us.

Tada! Getting there. The sideways text was done via transparent glyphs on each section with corresponding y offsets.

Startmenu and Taskbar / Startmenu / Left hand side / Programs list ... [Text]tab... "State to modify" dropdown starts with "Normal", drop it down... upper "Unused ignore" is the normal text, lower "Unused ignore" is the highlighted text.
