Laptop power on problem

Thought I would ask you experts here as Google really isn't all that helpful or I don't know how to search properly. Got a newer Dell laptop. Windows 10. Problem is when I hit the power button, this thing refuses to come on 9 times out of 10. Ran across a web page that suggested I take out the battery, unplug the power adapter, and press the power button for 30 seconds, thereby clearing the system of power. It's supposed to help get rid of the small static buildup inside the computer. Now I know the laptop works, I'm using it right now. I know the power button works some of the time, so I was curious what you all think about it not wanting to start up every time I press the power button. Thanks for helping.

Have you contacted Dell? Is it under warranty still?
