Inflated ratings

Are Master Skins rated by everyone, or only the purchasers?
Rating a screenshot is one thing, but actually rating a skin for it's usability or features is what the ratings should be about.
If anyone can rate a skin that they haven't actually put to the test, then the ratings are sort of useless and actually perpetuate a sense of falseness.
Is there a way to sort through the ratings to find out what the real users find and think?
The non master skin ratings really tell you more about the skin that you don't see from the master skin ratings.
Bless you Master Skinners for your work. But, I want to see fair ratings to base a purchase on.

When a Master Skinis approved for the site, it is automatically given a higher rating. I think it's 7 or 8 stars.
