How to make a static wallpaper animated

Greetings,not sure if I'm in the right forum just joined WinCustomize and was hoping someone could enlighten me as to making an animated wallpaper. (I have Dreammaker but not quite sure how to use it) The picture I have is called "maresdefaultjpg" it's actually a picture of a "fire horse". the dimensions are 1920x1080 the size is 124kb. What I would like to do is have the horse running, with a smoking effect, and either smoke or flames or both coming from it's nostrils. I can attach the photo if need be.(this picture was downloaded from the internet but not sure exactly from where) Any help is appreciated and thnx.

Making a animated wallpaper from still image is quite dull. Better off with video clip or rendering from 3D software.
