installing a window blind

what is the proper way to install a window blind? i am running XP i tried extrating to windows/resources/themes, no go. also tried windows/system32, no go

that didn't work either there was no option to browse for file

You need to install the program WindowBlinds first. http://www.windowblinds.net
Then follow WOM's instructions above.
