Windows cannot open this file

Hi. I'm trying to download some of the programs and i keep getting error message. Windows cannot open this file. Makinarama.xptheme or any other file with .xptheme as an extensiion. Help

Gertiee-You need to download the Winstyles program. Click on the Winstyles Webpage link at the top of the page in that library.
