Moving ObjectBar bars.

Ok, I'm trying to make my first ObjectBar them from scratch, and I'm stuck right away. How on Earth do I move a bar to where I want it? (i.e docked along the bottom of another bar (so that they are kinda connected.) as in a horizontal shortcut menu, with a taskbar docked underneath it. I'm afraid I can't even really begin without knowing this, and I can't seem t figure it out.
