Skins over Hotbar in IE6

Why do some of the theme skins over Hotbar skin in Internet Explorer 6, and some don't? I want to skin Windows, but I still like to see my Hotbar. Can anyone give me some thoughts?

It's just a spyware that keeps track of every site you go and everything you search for and sends it back to mission control.
