sometimes the bar in the top where there is the title and minimize..(you know... title bar..)
doesnt come out in the skin im using and its the classic one.
SOMETIMEs the start bar too.
i dont know why...

ya, samethings happended.. ..
but i found out the way like when i pressed apply it changed it.
but now everytime i start my computer i need to do like this?
i restarted my computer and it didnt work again..

also everytime i click on the titlebar,minimize it shows the media monk skin for that time and soon it goes back

What OS are you using? Is that the enhanced WB (the pay version)? I think the shareware version cannot be set to run on startup. In W98 there's a check box in the desktop properties to have WB run on start up.
Dunno what the problem(s) might be without more info on your set up. Also, what video card do you have, since sometimes that can make a difference.
