Windows blinds help

well this is my question, I have WB v3.5 and when I use any skin the start bar is not skined the rest of windows is skinned but not the start bar have tried uninstall/reinstall set all of windows to defalt but to no avail. anyone have any help for me?

start bar or Start Menu?
Start bar works across all versions of Windows.
Start menu only works with XP
unless there happens to be an Objectbar theme doing an XP Start Menu Graphical emulation???
also if you are in classic mode in Windows XP it isn't going to paint the XP Start Menu because Windows is setup to emulate Windows 2000, hence no XP Start Menu to paint if I am thinking correctly...
anyway...

If someone is using the classic start menu How would they go about setting the XP menu?
