Like Jafo, I am one of the people responsible for deciding what gets in to the wallpaper section, we are called Wizops or moderators and most of us are quite experienced with graphics programs etc. I still use Photoshop 5.5 for all my work and it suits me fine, I don't need the latest edition. I started with Photoshop about 4 years ago, and like yourself, I had no idea what it could do or how to get the best out of it. I learned everything I know from tutorials on the net. If I can do it so can you, just don't expect to be producing top quality stuff in just a few days.
Also, it's tough to get a wall accepted here, but there are some sites that don't moderate their wallpaper section, Like DeviantArt.com, so if you just want to see your work on the net, post some of your stuff there and see what people have to say about it. That is one way to get feedback on your creations.
Just take your time, follow lots of tutorials, and it will come to you.

Can a wb skin be made without the use of a filter? If so is there an example of a non filter skin online?

Delicious....my WB skins are old and simplistic....but no filters at all....just pixel-pushing...

Walls and Logons [which are similar] are the only sections where filter use is a 'problem'....though WinAMP 'skinmaker' skins are even worse than filters...so are also rejected....

Weaksid just woke up
I used alto of Bryce in mine, and Poser, Photoshop, and 3ds objects
to create this piece -> https://www.wincustomize.com/skins.asp?library=8&SkinID=7269Which was the first piece that got accepted. Ask Jafo, I had several not make it. It pushes you further, he knew I could do better then what I was submitting. And then I turn around and brought out Office Hell. I'm still learning what my programs can do. Like was said about the chainsaw. It isn't the tools, it's how you use them. I forget who did it, but made something amazing from Photoshop which was 3D. I think they were called Alien Balls or something like that. Check those out. I'm trying to learn up to that.. They use alot of layers I'm guessing.
