Use of Wincustomize in designs

I have a couple of Idea's for the above mentioned, but do not want to step out of line.
Also if done' should they be presented for consideration before posting for download to ensure that there is a cohesion between, the quality of the design, look, feel and being bug free along with the desired impression of the site presented to it's members and possible future members?
Anyway, is there a document on the site that I have overlooked or any un-written rule on this subject?
I know I think to much

But always best to ask before hand then find out otherwise after, or put others in awkward positions of not wanting to seemingly insult but also being in a position where the choice was not there to begin with.

The thought of "free advertisement" wasn't even a considered thought on my part. But image was, which is a large part of what perception people form on the web, well in life actually. That was my consideration in mentioning members and possible future members. Not that anything I can produce will raise the image or adjust the perception to a higher level, but it could in fact lower them on both accounts

Thanks again and will do exactly as prescribed.

Go ahead and make a skin based on the WinCustomize themes. However, please upload them first to WinCustomize.com for approval. Also some themes like, Woody, Universal Metal and Halloween are derivitives of works from Alexandrie and Treetog so for those you should get permission from them first.
