Request for wallpaper, logon, etc

I am requesting a logon/logout screen, a wallpaper, and whatever the screen is called when you turn on your computer and turn off your computer.
Basically, I want to customize my windows XP to be "Windows '99" but without using any programs, such as windows blinds. I would be very pleased if someone could do this.

I don't want it to look like windows 98, I'm making it look like windows '99

Well, I suppose I could use windows blinds, but I don't have the registered version

for Logon get LogonStudio since yer on XP https://www.stardock.com/products/logonstudio/
Dunno why you dont want to use WindowBlinds as its the best GUI program for XP, takes all latest features and skins Blackcomb Beacon etc. If you want classic tho just switch to that in Display Properties
