"C:\Program Files\Internet Explorer\iexplore.exe" -k www.wincustomize.com
Note that if you do this, there won't be any close button. You'll have to type Ctrl+W or ALT+F4 to exit.

- right click => New => Shortcut
- For the location, type the path to your browser (for example Explorer, but it can be what you want) in quotation, insert a space, then type the URL you want a shortcut to. Like this:
"C:\Program Files\Internet Explorer\iexplore.exe" www.wincustomize.com
- Press Next, and give it a name. Click Finish.
Now, the wizard doesn't give you all the options. So you'll have to go back and edit it:
- Right click on your new icon, select Properties.
- Under RUN, select "Maximized" in the drop down. Click OK.
Voila.
