What software!!! For applying a Theme?

I want to apply a theme to my pc, simple.....downloaded.....nothing!!! Can anyone give me some guidance as to what software i need to do this.

All skins on this site must be used in conjunction with their respective applications. For example, a skin with a .dxtheme extension must be used with DesktopX. Here is a complete list.
