The SQL server is pretty maxed out which makes it very hard to do monthly maintainence. So we've closed the skins library to all non-apprentice / non-WC subscriber users to reduce the load.
We expect things to return to normal in a cople of days.

Angel_Wings re-things that...since she knows that if she had EVER been normal there would have been, indeed a 'normal' to return to...but hence, she never was anyway. Hmmm.

Umm, I guess this means that I have alot to catch up to when it comes back up . Hopefully in a month I can get the money to join. I really hate not working and getting the $$$ I was getting. 
Would non-paying people.. Like level 2 can still upload?

Weaksid, yes...there is more than one way to 'contribute' to the site....apart from subscriptions, etc, there is also interaction on the message board, and submission of skins, news items, etc...
