mpge-2 decoder for Windows 8.1 and Deskscapes

Can anyone supply a link to a safe mpeg-2 decoder for my wife's laptop? My google searches have produced links that either Chrome objects to or Norton NIS. Even one I downloaded from C-NET had malware in it that Norton erased but then the decoder didn't work anyway.
Any help is appreciated.

Thank you! I think it worked. I clicked on a dozen or more dreams in the deskscapes program without complaints that there is no mpeg-2 decoder.

This is what I've used for years now. http://filehippo.com/download_klite_codec_pack
The button you want to click is the one labeled Download Latest Version (31.21) at top right. Ignore all the other ones. During install, iirc, it offers to install Media Player Classic. If you already have a media player or use WMP, you don't need it.
