Any reasonable graphics package and a lot of skill.

It's not so much WHAT you use, as HOW you use it.

Paintshop Pro http://jasc.com/
Photoshop http://www.adobe.com/main.html
The Gimp http://www.gimp.org/~tml/gimp/win32/

There are quite a few decent graphics packages out there, I for one have had Micrografix since 1996, and I still find it useful. However Irfanview is one you shouldn't be without, and it's free, with this you can take any image that you like and tweak it to you're hearts content

I'd like to chip in too. Try POVRay available at http://www.povray.org
Also I'd like to add one thing that WOM told me, make something for yourself, don't think of satisfying others. Attend to your own creative urges and the product will come out quite well.
