Has my site been hacked!?? (cookie question.)

While loading my personal site http://koasati.net/ I was asked if I would like to save a cookie, but I don't use cookies...... It for the website 128.242.241.126, which seems to be a Chinese site.
Why would this happen? What purpose would it serve for the other site? How can I stop it?
Have I been hacked?

ah ha!!! I thought it was from the counter too... just a guess since most counter I know about are linked to another site in some way to count the visitors.
