ObjectBar skinning

I'm attempting a first go at creating an ObjectBar theme from scratch, and ran up against Skin Section #'s and #'s of states (mouseover, normal, etc...). I'm curious if these represent the alternate styles one can select from the ObjectBar configuration screen for a particular bar section? How do I use these properly?
I'm assuming I can create a different set of states and apply them together, but do I need to have an accompanying Skin Section?
Maybe I've gotten in wrong altogether. Help please!!

Thanks! I'm really curious about how to do this. I've experimented a little in the meantime, creating different [Skin Section_#], adding bitmaps, and seeing where it goes. In a lot of OB skins published by others, however, I see a great many sections that are empty, or default to the first skin style. No clue why.

"Skin Section #'s" are the different sections of the bar. i.e.: system tray, Quick launch, etc. The "States" are the graphics you want to display upon mouseover, select, etc. You use these by creating a graphic for each state and putting it's filename in each section of the .obskin Note that each state is a separate graphic, not multi-state like Windowblinds.
You give the obskin file the default settings in the [General] section. If you want to use the same font, font size, font style, and font color, you do not have to re-enter this info for each section. If nothing is specified, Objectbar will use the defaults.
