Doesn't work

Okay, so I go to Appearances screen, select the screen I wish and click "Add". I select the correct file and NOTHING HAPPENS! 
This is how it goes with ALL skins I have downloaded. I have uninstalled and reinstalled 3 times and still nothing works as it should.
Once I press "open" on the file, I get back to the manu, but instead of showing a new skin in the preview, it jumps to "Windows Classic", the Win2k etc skin. "Windows classic style". If I click Apply, that's the skin that gets installed. WHY?
