No User Icon in Start Menu

I am on a network at work, and log into an NT4 PDC from a WinXP workstation. My start menu doesn't have a user icon, and I see no way of adding on in User Accounts, not even for local users!

What can I do to get a User Icon set for my user?

If you log on to a domain, Windows XP will not show a user icon. There is no way to force it that I am aware of.
