Sort Of A Stupid Question

I've downloaded a couple of skins, but the only things that resembles the screen shot are the title bars and the buttons. The two skins that I downloaded have sort of special effects like a sort of transparent menu or a 3D, cut out looking start menu. My menus remain the same. Can anyone tell me what I'm doing wrong? Thanks:)

Yep, Windows 98. Ah, well, the skins still look great, and are much better than the regular look. Thanks so much for answering!
