Scrollbars

I have been trying to figure out why there are 4 arrow buttons, 4 scrollbar backs and only 3 sliders.

What happen to the fourth slider?

Also, when a call comes in and they say, this call is recorded for quality purpose, What quality are they recording?

The slider states are for normal,pressed and disabled, plus it supports extra states for animated scrollbars.
The arrows are normal,mouseover,pressed and disabled.
The scrollbar bg has 4 states because one of them is the bg image to be displayed with the slider is pressed. (If this attribute is enabled)
To see an example of that in use, some of Treetogs skins use it, or you could check out the Micron WB skin from Dangeruss.
