How come ratings and downloads are so apart?

I have recently uploaded a skin 'Autumn' and another skin 'Sixty Four'.
While 'Autumn' has recieved a rating of 10, its downloads are just half of the downloads of 'Sixty Four' which has been rated at 8.
Would somebody please enlighten me to the facts....

SixtyFour has been rated by 5 people.
Autumn only 2..........it's likely that if Autumn had as many people rate it, it would drop to an 8,...... or maybe not.
