Choosing TGA BMP PNG?

I'm not completely new to skinning but it has been some time since I have done it. I've noticed that some of the skins have a combination of BMP and TGA formats and that PNG's can be used or at least Imported.
So my question is, Are BMP's used for backward compatability to previous OS's?

LOL...well, so much for that secret...
I don't really enjoy skinning WB, it is hard, tedious, and confusing at times. I usually leave that task to those who love it.
However, one never knows, now that DesktopX is sunsetted.
You'll notice I have slowed some, due to that fact. I have all but lost the urge to skin anything, but who knows.
My current WB WIP matches my Black Oro Winstep theme which I recently uploaded.
I hope I finish it.....

Back to main issue:
Parts that can´t be transparent has to be in Bmp
In Skinstudio down in the Tabs in "Help" it often tells you whether you can use Png for a part or if Bmp is required
