Try turning off the caps lock for a start.

There are two files here called Circulation. One is a DesktopX theme https://www.wincustomize.com/skins.asp?Library=3&skinid=1970, the other is a logon https://www.wincustomize.com/skins.asp?Library=26&skinid=443. To use DesktopX themes, you must have DesktopX installed. https://www.stardock.com/products/desktopx/ To use logons, you must have LogonStudio installed. https://www.stardock.com/products/logonstudio/
