Making downloadable Toolbars for explorer

How easy or hard is it to make a toolbar for explorer? What program should I use to make it? If a person comes to my site and wants to download my toolbar for explorer, what are the chances that it will not work?

You mean Internet Explorer, not Windows Explorer, or Ford Explorer........right?

are you talking about a background image or the icons.
if it´s about the icons have a look at Y´z Toolbar. amazing little freeware program that allows you to change the toolbars of Explorer and Internet Explorer (Ford Explorer maybe in the next beta version )

I mean like googles tool bar. you can install it and have it in explorer
or yahoo. I think they have one too...

As far as I know at least. Isn't That a car? Cars can not be installed on a computer. Try installing a computer in a car and see if that works.
