Why does the "site updates" window of the skin browser not skin with windowblinds?

That's a tool window and not skinned by UIS2 skins by default. To have WindowBlinds skin those windows, add SkinToolWindows=1 to wb.ini file in the Windows directory (i.e. C:\WINDOWS\wb.ini).
