XP Start Menu Picture

Does anyone know how I can get the picture on my XP start menu to return? I've tried to do it in the user accounts but that doesn't seem to work.

If you are on a stand alone machine you have a choice. If the picture is not there:
Click on the Start Button
Click on Control Panel
Click on User Accounts
Click on Change the way users Log on and off
Put a check mark in: Use the Welcome screen
Close out and reboot
Click on the Start Button
Click on Control Panel
Click on User Accounts
Click on Change the way users Log on and off
Put a check mark in: Use the Welcome screen
Close out and reboot
