I see you already ask this in a thread, and when someone didn't answer your right away, you figured you would get an answer sooner if you started a second thread with the same subject...............WRONG!

ok....you've waited long enough I guess..
Photoshop (expensive) Paintshop Pro (reasonably priced) The Gimp (free).
To put the WindowBlinds together, all you really need is the WB program and a text editor. Stardock also has a program that is supposed to help create the file for WB, but some, myself included find it hard to use. it's called SkinStudio.
