What is the best program to use to edit and make curosors for CursorXP. Adobe Photoshop?

Any paint program. $600 is a lot to spend just to make cursor's.

Not those pictures. Go there and go to the part Creating Themes-Making Cursors. Then scroll up a little bit. That picture of all the hands in a row. That program.

Who knows, does it matter? Any paint program can do that. Even a free one.

It appears to be an Adobe product, but as WOM has been trying to tell you, any good graphics app will do.

If that tutorial is done by Martin then it's fireworks. It's an excellent program for making vector animations etc. There is a trial at http://www.macromedia.com/software/trial_download/.
