You'll need Winstep Extreme to apply that theme. The program is available as trialware. You can read about it here: http://winstep.net/
Windowblinds and Object Desktop has the original theme: https://www.wincustomize.com/explore/windowblinds/6427
Dragon Xtreme is an adaptation of that theme for Winstep. For the original 'skin', you'd need Windowblinds (currently being updated to work with Windows 8 as well as all previous versions of Windows).
You can learn more about Object Desktop (ODNT) here: https://www.stardock.com/products/odnt/
