Scrolling not working on Trackball - What program could cause this?

I have found out that the scrolling feature does not work on my MS Trackball. Any ideas which module could be causing this and how to fix it?

KW88, thanks! I did this. I did notice after I posted the program, that it is not a problem on all windows, just some of them. I will keep on working on it though.
