I've tried forever to download the above mentioned icons, but to no avail. Last night I finally got through the download process, but I don't know where the set went. I have the WCSB, and haven't had this problem before. Does anyone know where I can look on my PC for the set? I thought it might be a traffic issue, but this time (as mentioned earlier) the download was completed.

Check another time. This days, Stardock are making changes on their servers, and for this reason you can't download some skins on Wincustomize. The Icon Package are on their servers and available for download. Check again.

Have you tried right-clicking the download link and selecting "save target as"?
It'll give you an option to save your file where you want rather than to, I suspect, a Temporary file
