Display order of Skins? How dose it work?

I have noticed that sometimes when a skin is updated, it goes to the top of the library, thought this had been changed, I have no problem with this but could one of the admin’s please explain how the display order works. I know it has been discussed before, but I don’t get it.

ahhhh it is not there. by default the skins come up by last updated but you can go to the top of the page and sort it by date created.
I am not an admin but I think I answered the question.
