It is not a folder background the one you see in the thumbnail of the XP Fashion WB skin. It is the wallpaper inside Photoshop, while I was taking the screenshot.

Display Proprties / Appearance / WindowBlinds / Settings
Under skin window backgrounds - check - Explorer backgrounds
If the skin was setup with this it will show, if not you can enable a default with the Backgrounds button.

Not a vey well worded question. If I read you correctly WindowBlinds is working, skinning the taskbar and window frames, but you are looking for wallpapers, icons, cursors, etc. to be changed as well? Most WB authors do not include all of this in their skins. A better route is to use Winstyles to change all of these:
