How do you change titles?

I see a lot of "citizens" (like "Citizen EnsRegis") and several untitled names, and a few titles like Vagrant and Master. How do you change them? I originally thought that it changed from Citizen to unnamed when you uploaded a skin (to distinguish the "artists" from those who just came and downloaded all the cool skins), but that isn't it.... How does it work?

In the about section(to the left of the page, it will explain most of your question. In edit your account you can choose your title from whats listed.
