Click on the little Gold Guy (2d Picture Object) and bring your picture in as an object. Turn off the atmosphere settings, and position the Camera (or the picture itself) so that it fills the work window. Don't worry about the size you have the work window set for, you can always render to disk in massive resolution and then re-size or crop as needed. Don't forget to go into skylab and change the color of the sun, and it's positioning (3 deg above the horizon works well).
