Links in a new page, need help

When I do a shortcut for a webpage, this webpage open in a window who even exists so I can't open a lot of window.
How can I open a new window internet explorer for a shortcut for a webpage ?

There is an checkbox on the Advanced tab in Internet Explorer options labeled "Reuse windows for shortcuts". Uncheck that box and all your shortcuts will open in new windows.
