If I buy the package that includes Windowblinds and such, I will not have to buy the MS Plus package to get the themes to work?

MS Plus for XP does not include skins. It only includes "themes", which consist of wallpaper, icons, cursors, and sounds. You are still stuck with the same 3 skins however (blue, silver, olive).
WindowBlinds, on the other hand, will allow you to download and use different skins, like the ones you see on this site.
